How The Care Inspectorate standardized inspector hiring with scenario-based assessments

The Care Inspectorate regulates care services across Scotland, making inspector recruitment critical to maintaining consistent regulatory standards. Because inspectors must evaluate complex situations and make evidence-based decisions, the hiring process needs to assess judgment as well as qualifications.

A CV cannot show judgment

Neither a CV nor a multiple-choice test can show that kind of reasoning. A candidate can list the right qualifications and still be unable to work through a real, ambiguous case to a defensible conclusion, which is the actual job.

And as a public body, the Inspectorate has to apply whatever it uses fairly and consistently to everyone who applies, or a hiring decision cannot stand up to scrutiny. It needed a way to see reasoning directly, under identical conditions for every candidate.

Evaluating reasoning through real scenarios

Rather than off-the-shelf tests, the Care Inspectorate built structured written exercises for its inspector roles. Candidates work through realistic scenarios and submit written responses, so the Inspectorate evaluates the exact capability the job turns on, reasoning and written judgment, instead of a proxy for it:

• Children and Young People (CYP) Inspector assessment. Its flagship, built around the scenarios these inspectors actually face.
• Inspector Registration stage exercise. A structured written stage for registration roles.
• Strategic Inspector assessment. Reasoning tested at the level the senior role requires.

Judgment made visible and comparable

Hiring shifted from credentials to demonstrated reasoning. The flagship Children and Young People exercise ran at 80% completion, giving recruiters structured, comparable evidence of how each candidate thinks rather than a self-description on a CV.

For roles where judgment is the whole job, that is the difference between hoping a hire can reason and having seen them do it, on the same task as everyone else, before an offer.

Consistent evaluation across inspector recruitment

Since 2025 the Inspectorate has extended the same structured method to registration-stage and strategic-inspector roles, making reasoning-based, defensible selection its standard rather than a single experiment.
